The scene will remain closed off throughout Monday, leading to road diversions in the area and a school with almost 400 students being shut for the day.
One of the suspects was arrested shortly after the shooting, which took place around 9 pm on Sunday, and police arrested two further suspects during the night. “Those involved were previously known to police,” a statement from the local police force said.
The injured man was taken to hospital for treatment.
“Two shots were heard. A man was lying shot in the hip by the entrance to [supermarket] Ica,” a reporter for Swedish news site NSD said.
The incident took place in the residential district of Hertsön, northeast of Luleå's centre.
Official figures show that while deadly violence has decreased in Sweden compared to the 1990s, the number of gun deaths appears to be on the rise.
