"We recently received notification that he was not going to take any exams with us," Dag Harald Claes, the head of the university's political department, told VG.
Breivik has been studying three basic courses: an introductory course in political theory, one in international politics, and one in public policy and administration.
As he never graduated from upper secondary school, he was not eligible for a degree programme, but he would have qualified for 30 course credits.
"Since he is not going to take the examination, he obviously won't get any credits," Claes said.
Breivik's decision to study at the university was heavily covered by media across the world, with many arguing that his brutal 2011 terror attack, which left 77 people dead, should disqualify him from study.
During Breivik's 2012 trial, court psychiatrists argued that dropping out of secondary school or opting out of further education, as Breivik did in his late teens, was a classic sign of a narcissistic personality.
