"I'm pretty sure it will stand between Oslo and Munich," Børre Rognlien said on Thursday. "We have beaten the Germans before in most winter disciplines. We can also beat them in the race for an event."
Oslo is set to hold a referendum on September 9 on whether to host the Olympics, running the vote in conjunction with that day's general election.
"Munich is a tough competitor. Nevertheless, I believe we can make a strong case with our concept of "Games in the city," Rognlien said.
Munich lost the race to host the Winter Olympics in 2018 against South Korean city Pyeongchang. The last time the winter games were held in Oslo was 1952.
