A company called Antri plans to set up an 800-square metre brothel with a bar and 12 rooms in the city's El Segre industrial estate, reported 20 Minutos on Tuesday.
Lleida's planning minister Marta Camps said on Wednesday that she was surprised by the decision and found it "grotesque" that two judges should make two such contradictory judgements within such a short space of time.
Camps argued the proposed brothel didn't meet town planning requirements and said its business licence didn't come up to scratch in terms of soundproofing, hygiene and parking space.
The planning minister told media outlets: "We won´t fight the mosque decision because we said a year ago that the area in question was an industrial zone. However, in this (brothel) case we will battle as hard as we need too."
Lleida was in the news recently when Spain's Supreme Court overturned a controversial ban on burqas imposed by the city's town hall.
The Supreme Court said the ban infringed on religious freedoms and that the council didn't have the power to impose such a prohibition.
