The man, identified only as Youssef, 28, a business manager from Brunoy, south east of Paris, was stopped in May 2004 speeding a hired Austin Mini.
He claims he thought he was exempt from the driving ban and speed regulations because he had hired the car abroad.
Phone records also showed he had used his mobile not long before he was caught, and was also charged for using a telephone while driving.
Yesterday morning a court rule Youssef had a pay a €400 fine.
In 2010, when Youssef first went to court, he was fined €2,200 and banned from driving for six months.
Despite having racked up 484 tickets, Youssef’s lawyer claimed only 15 of them could be legally imposed because of missing elements.
The court’s final decision was ruled on 11 speeding tickets and four instances of driving while using a telephone.
After yesterday’s hearing, Youssef’s lawyer said he will appeal the decision and ask for damages to be paid back.
