“This is about those who have really miserable chances of finding a regular job,” the conservative Christian Democrat told daily Bild.
“Everyone gets a chance,” she said. “It shows that we are serious about offering employment.”
The Bürgerarbeit, or community service, would include tasks such as park and street maintenance.
Workers in the three-year programme would serve 30-hour weekly shifts, grossing €900 per month.
Tax deductions, such as that for unemployment insurance, would be minimal for these workers, the paper reported.
