The panel, which was set up by the state government of Baden-Württemberg in the wake of the shooting at the Albertville school in Winnenden in March, has published a 70-page report with a number of proposals designed to save pupils’ lives in the case of a shooting.
Other proposals in the report include equipping schools with the means to barricade doors and issuing head teachers with pagers.
The report also calls on schools to loosen controls on mobile phones, so that pupils always have the means to call for help.
One of the potentially controversial proposals suggests easing data protection restrictions so that information about problematic pupils is more easily accessible.
The panel also addressed the issue of gun laws, saying, “The availability of dangerous weapons must be reduced.”
Sixteen people were killed at the shooting in Winnenden, when 17-year-old Tim Kretschmer opened fire on classmates before fleeing through the town and committing suicide.
