A man who randomly attacked and killed a 54-year-old woman with an iron bar early one morning in May in Vienna this year has been declared mentally disturbed.

The conclusions of a professional opinion on the mental state of 21-year-old attacker Francis N. were reported in the Krone Zeitung newspaper.

According to the newspaper, the document is still officially classified but is expected to be released in the coming days.

If confirmed, it means Francis N. might be sent to an institution for mentally disturbed prisoners to receive psychiatric help, rather than to a standard prison.

The 21-year-old suddenly attacked and killed mother of three Maria E. while she was on her way to work with a colleague near Vienna’s Brunnenmarkt.

Alfred Boran, the lawyer representing the victim’s widower described the conclusion of the opinion to the Krone Zeitung as “a farce”. “Relatives of the victim have again no chance for fair proceedings,” he said.

Authorities were criticised following the brutal murder after it was revealed the attacker was an illegal immigrant – originally from Kenya – who was known to authorities.

The suspect came to Austria legally in 2008 but overstayed his visa and had been reported for 18 previous offences since 2010.

In 2013 he spent some time in jail after being found guilty of coercion and causing bodily injury and in May 2015 he was reported for allegedly attacking someone with an iron bar, although he was not sentenced. The victim that time was just lightly injured.

The Federal Office for Asylum was aware that the man was in Austria illegally and had ordered his deportation a few years ago but had not yet managed to carry it out.

Following the incident, Interior Minister Wolfgang Sobotka (ÖVP) immediately suggested a new bundle of new measures to fight against escalating violent incidents.

The Viennese police have confirmed they are investigating a possible - and unspecified - threat to the popular shopping centre in the city's 22nd district.

The Vienna police confirmed they are investigating a non-specified threat to the Donau Zentrum shopping centre, located in the Austrian capital’s 22nd district, a spokesperson told The Local. 

On Monday, pictures of an alleged internal document sent by the shopping centre to tenants circulated on social media and messaging apps. The document stated there was a “threat against the Westfield Donau Zentrum for April 30, 2024”. It stated that the authorities had been working to identify suspects since yesterday.

“The source of the threat is a photo circulating online”, the statement said without giving further details. “If we receive additional information or specifications, we will immediately inform you”, it added.

“There is currently no reason for you as an employee to worry as we are strictly following police guidelines”, the document said. It was signed by a manager of the shopping centre. The Local reached out to Donau Zentrum media representatives, who confirmed a threat against the centre.

“The Center Management of Westfield Donau Zentrum can confirm a threat against the center and is in ongoing communication with the relevant authorities. We are taking the situation seriously. The safety of everyone in the center is our top priority. After coordination with the authorities, the center will be open as usual today”, they said.

The Vienna police confirmed the veracity of the statement and added, “We are aware of the matter and are investigating,” they replied after an inquiry on their official social media channels. The Local reached out to the press office for further clarification but has not yet received a response.
