EXPLAINED: How to get your Covid-19 vaccine pass in Sweden

Many public events in Sweden require attendees to show proof of double-vaccination status. Here's how to apply for a Swedish Covid-19 vaccine pass – and what we know so far about who can get one.

I have a personnummer (personal number) and a valid digital ID

If you have a personnummer, were vaccinated in Sweden, have an approved digital ID (such as BankID) and your address is registered in the Swedish Population Register, you can log in to the website covidbevis.se with your digital ID and download your Covid pass.

You should wait at least seven days after you’ve had your last dose before applying for the pass (otherwise your latest dose may not be registered in the official National Vaccination Register yet), but note that the vaccine pass will only be considered valid for use in Sweden 14 days after you’ve had your second dose. At the time of writing, you only need to have had two doses for your vaccine pass to be valid for domestic use in Sweden, but this could be increased to three doses in the future.

I have a personnummer but no digital ID

If you have a personnummer but do not have a digital ID, but your address is registered in the Swedish Population Register and you were vaccinated in Sweden, then you can apply via post to the e-Health Agency using this form. Note that long waiting times are expected.

I have a personnummer but don’t live in Sweden

If you have a personnummer and were vaccinated in Sweden, but do not have an address registered in the Swedish Population Register, you can apply via post to the e-Health Agency using this form. Note that long waiting times are expected.

I have a samordningsnummer (coordination number)

If you were vaccinated in Sweden and you have a samordningsnummer, you can apply via post using this form. Note that long waiting times are expected.

I have a reservnummer (reserve number)

Starting in January, it will be possible for people with a reserve number who got vaccinated in Sweden to get a Covid vaccine pass. The exact date when this option will be launched and how it works depends on which region you live in, but the difference for this group of people is that you need to apply via the regional healthcare services at 1177.se rather than the e-Health Agency. I got one dose abroad and one in Sweden

Your second dose may have been registered in Sweden as “dose 2 of 2”, meaning you will be able to prove double-vaccination status, but this depends on your region. There is currently no advice available for those who live in regions where this is not possible.

This should also be possible for people who got their first doses abroad and their third dose in Sweden.

I got both doses in another EU country

You can’t get a Swedish vaccine pass, but you should be able to get a vaccine pass from the EU country in which you got vaccinated.

This pass is valid in Sweden, as long as it meets the Swedish requirements for who counts as fully vaccinated.

I have a vaccine pass from a non-EU country that has joined the EU’s vaccine pass system

Your foreign pass is valid in Sweden, as long as it meets the Swedish requirements for who counts as fully vaccinated.

This includes countries on this list. Note that the US-issued CDC card is not valid for admission to events, but is valid for travel to Sweden.

I have a vaccine pass from a non-EU country that hasn’t joined the EU’s vaccine pass system

Your vaccine pass is unfortunately not valid for admission to events in Sweden at the time of writing.

By February 1st at the latest, it should be possible to apply for a Swedish vaccine pass if you are a resident in Sweden (i.e. if you have a personnummer) and a digital mailbox. The details are not clear at the moment, and The Local has contacted the government to find out how it will affect people who got a vaccine that is currently not approved for vaccine passes in Sweden, for example India’s Covishield.

The government is still looking into how to offer vaccine passes to people who got vaccinated in a third country but are not residents.

I don’t have a vaccine pass because I cannot get vaccinated

If you have a medical condition that means you cannot get vaccinated you are exempt from the rules to present a vaccine pass at events, but you do need to prove this with a doctor’s note.

I don’t have a vaccine pass because I don’t want to get vaccinated

Vaccination is not compulsory in Sweden, but you will not be able to attend public events that require a vaccine pass. Event organisers have the right to refuse entry. Vaccines are free in Sweden and help protect you and others from serious illness – you can read more here.

When are vaccine passes required for domestic use in Sweden?

Since December 1st, many large public events have required attendees to present a valid vaccine pass. From December 23rd, indoor public events with more than 20 attendees must either require vaccine passes, or seat groups of people one metre away from each other, with a limit of eight people per group, and events with more than 500 people must always use vaccine passes.

The pass needs to show that you are fully vaccinated. Under Swedish rules this means that you have had either one dose of the Janssen (Johnson & Johnson) vaccine, or two doses of Comirnaty (Pfizer/BioNTech), Spikevax (Moderna) or Vaxzevria (AstraZeneca), with the second dose administered at least two weeks previously.

A negative test or proof of recovery cannot be used in place of a valid Covid-19 vaccine pass.

How to get a Swedish Covid vaccine pass if you got vaccinated abroad

Starting February 1st, foreign residents who got vaccinated in a third country are able to get a Swedish Covid vaccine pass. But where can they apply, who is eligible, and how does the process work?

Where can I apply?

As of February 1st, it is possible to get your overseas vaccinations added to a Swedish vaccine pass by applying at an in-person visit to a National Government Service Centre in Stockholm, at their locations in either Stockholm City or Liljeholmen (find their addresses here).

The service will be rolled out in Gothenburg, Malmö and Luleå – the only other Swedish cities that offer it – on March 1st.

You cannot currently apply for this service via post or online.

How does it work?

Visit one of the National Government Service Centres: those in Stockholm are open Monday-Friday from 10am-4pm. You do not need to book an appointment. Note that Service Centres outside Stockholm will only be offering this service from March 1st.

At the Service Centre, you will need to show one of the following accepted ID documents:

  • ID card issued by the Swedish Tax Agency
  • Swedish passport with burgundy cover
  • Swedish national ID card
  • Swedish driving license
  • Swedish SIS-marked ID card issued by, for example, a bank, company, government agency or Svensk Kassaservice
  • Swedish service card (without SIS mark) issued by a government agency

You will also need to present “original documents” confirming your vaccination.

The Service Centre will verify your documents and forward your application to the eHealth Agency, which will then issue the vaccine pass to your digital mailbox. There is currently no information as to how long it will take for applications to be processed once they have been approved by the Service Centre, but the eHealth Agency has previously said that it aims to cut waiting times to a maximum of two weeks.

Who can use this service?

The service is available to people over the age of 16 who have a registered home address in Sweden (i.e. have a Swedish personal number) and a digital mailbox.

It is only possible for people vaccinated outside the EU to get a Swedish vaccine pass. However, the EU Covid certificate, as well as certificates from more than 30 non-EU countries, are valid as proof of vaccination in Sweden so they don’t need to be converted.

“You must have received the last vaccination dose in a series, in a third country,” said the eHealth Agency on its website about the requirements for receiving a Swedish vaccine pass. “Third countries are countries outside the EU/EEA as well as countries where it has not been possible to obtain a vaccination certificate, even though the country is connected to the EU’s digital Covid certificate system.”

It is not possible for foreign tourists or people who live in Sweden but don’t have a personal number to get a Swedish vaccine pass at this stage. The government has previously said it is looking into expanding the vaccine pass scheme to these groups, too.
