How to get a Digital Covid Certificate for travel from Spain to the EU

The EU-wide Digital Covid Certificates were introduced across the bloc from July 1st and all regions in Spain have made it available to their residents. Here's how you can request yours.

One important point before we begin – the following article is for people based in Spain who are looking to travel to another EU country, not for people in the EU who are looking to travel to Spain. 

Digital Covid Certificates are designed to help make travel around the EU easier, however, they are not a requirement for travel.

The document contains a QR code specific to you that airport staff can easily scan and check that you meet the travel safety requirements. It will include information like if you’ve been vaccinated or not, if you’ve had and now recovered from Covid-19 or if you have a recent negative Covid test.

Overall, they are designed to save you time and effort while travelling in EU/Schengen Zone countries. From the EU’s perspective, it’s a way of avoiding quarantine and other restrictions for travellers in its member states.

They are not the same as vaccination certificates issued by Spain’s regions, which are mainly for informational purposes. 

Spain’s Secretary General of Digital Health Alfredo González said that the point of the certificate is to “facilitate movement” between EU countries, however it is still possible to travel without one. 

It’s also very important that you check the travel rules and restrictions in the country you’re travelling to, and before flying back to Spain, you must visit either the Spain Travel Health website or download the app to fill in a health control form to get a QR code that includes all your important health and contact details, as well as provide proof of a vaccination/recovery/test certificate at the airport.

So if you’re planning on travelling outside of Spain this summer, here’s how you can apply for a certificate in your region.

Please be aware that not all regions in Spain have the digital Covid certificate system in place yet, so we will only mention the ones that have. If your region is not mentioned, please check back here at a later date to see if your region has implemented the system or not.

Andalusia

According to the Andalusian regional premier Juan Manuel Moreno, the over-65s will receive a physical copy delivered to their homes, because they “are not accustomed to the digital methods”. The rest of the fully vaccinated population will be able to request it via the Andalusian health service website or app.

The certificate is available, regardless of the type of healthcare you have – public or private via the online portal ClicSalud+ and the app Salud Andalusia. In order to download it, you’ll have to identify yourself on the portal or app with your TIE number/NIE number, Cl@ve or digital certificate. The certificate is available in the ‘Salud‘ section, under “COVID-19 Certificates” online and via the home screen on the app.

Once in this section, you will able to access the corresponding certificate, as well as that of your social security beneficiaries under 16 years of age.

Aragón

On the Salud Informa website, those in Aragón will be able to obtain the new Covid digital certificate by clicking on ‘Certificado Digital’ in the left-hand corner of the screen. To log in you will need your health card number, your ID number or digital certificate/cl@ve and your health PIN. Once completed with the data, a PDF file will be downloaded with the information and QR code you need. Those who want the physical certificate can visit their local health centers.

Asturias

You can request your Covid certificate digitally through the portal of the Ministerio de Sanidad, Consumo y Bienestar Social using your digital certificate, DNI/TIE, Cl@ave PIN or Permanent Cl@ve. If you don’t have any of these, you can also get a physical paper version by making an appointment at The User Attention Services of the eight health areas or The Citizen Service Offices of the Principality of Asturias (in Gijón, Oviedo, Avilés). Balearic Islands

In the Balearic Islands, you can download your Covid Digital Certificate from the Portal del Paciente (Patient Portal) on the Ib-Salut website by logging on with your Cl@ve PIN. If you don’t have one, you can also write to the e-mail address associated with the Patient Portal to ask them for one. 

Basque Country

Those in the Basque Country can download the certificates from their Osakidetza health folder. In order to access it, you will need your digital certificate or be registered in the BakQ electronic identification system.

Cantabria 

On the Cantabria Health website, there is a page dedicated to the Digital Covid Certificate and instructions on how to download one. There are two options on the site, the first is to enter your details including ID number, date of birth and telephone number. You will then be sent a code to confirm your identity. The second option is to simply log on and download one with your Permanent Cl@ve. 

Canary Islands

To obtain the certificate if you live in the Canary Islands you can go through the ‘miHistoria’ portal, which is also available as a mobile app for Android and iOS. You can download it with a digital certificate or your Canarian Health Service ID number. 

Castilla-La Mancha 

Those in Castilla-La Mancha can choose the option of an electronic or a paper certificate by filling out their information on the Castilla-La Mancha health website here. For the digital version, you will need your DNI/TIE/NIE, date of birth, CIP health card number and expiration date. For the paper version, you will need to make an appointment at the offices of the Castilla-La Mancha Healthcare Services or several other administrative offices (see the full list here). Be aware though that if you opt for the paper version, it will take three months to be processed. 

Castilla y León

Download the SACYL Conecta app for Android and iOS in order to get your certificate in Castilla y León. You will need the usual digital certificate or the Cl@ve system to access it.

Catalonia

Those in Catalonia can get their certificates via the ‘La meva Salut’ portal or from the ‘La meva Salut’ app. From either of these you can download one of the three types of certificates, including the Digital Covid Certificate. 

Extremadura

Those in Extremadura can visit the Extremadura Health portal. On the home page slider, you’ll see information about the Covid Digital Certificate. From here you can request a recovery certificate, vaccination or test. A digital certificate or PIN code is required to access it. The certificate can also be requested in person at health centers and hospitals.

Galicia

In Galicia, there are different options on where to obtain your certificate. You can do it at vaccination centres after you’ve had your jab or online from the PassCovid.gal app. To request the certificate you will need to access the Chave365 system and ‘Mi historia clínica’.

La Rioja 

The La Rioja health portal offers three very easy options to download your certificate here. You can either put in your CIP card number and receive an SMS with instructions, log on with your personal details including name and date of birth, or log on with your digital certificate or electronic ID. 

Madrid

To request the certificate in the Community of Madrid you will have to go through the Tarjeta Sanitaria app. If the option is not activated on your app yet, you can call the number 900 102 112 to ask or go to your local health center and directly request a QR code to enter it in the application.

Murcia

To request the certificate in Murcia, you will have to access the sede electrónica. If this doesn’t work for you, then you can also request it in person at the Public Health delegations in Lorca and Cartagena.

Navarra

Those in Navarra can download the digital certificate through the Personal Health Folder website or from their mobile apps. You need your digital certificate, PIN code or health card number to access it. You can also request the certificate in person at local health centers. 

Valencia

Visit the Valencian government’s website here. You will need your SIP card number, issue date of your health card and date of birth to log on. 

If you have received your full vaccination treatment, had a PCR (max 72 earlier before travel) or antigen test (max 48 hours) or can prove you’ve recovered from Covid in the last six months, you will be able to download your corresponding certificate by clicking on “Solicitar Certificado Covid Digital UE”. 

The recovery certificate will be valid from the end of the isolation period, day 11 since the positive PCR test, until 180 days later.

The Digital Covid Certificate is available to residents of Spain, regardless of nationality.

These health passes are meant primarily for travel, whereas the vaccination certificates that Spain’s regions offer are mainly for informational purposes.

German train strike wave to end following new labour agreement

Germany's Deutsche Bahn rail operator and the GDL train drivers' union have reached a deal in a wage dispute that has caused months of crippling strikes in the country, the union said.

“The German Train Drivers’ Union (GDL) and Deutsche Bahn have reached a wage agreement,” GDL said in a statement.

Further details will be announced in a press conference on Tuesday, the union said. A spokesman for Deutsche Bahn also confirmed that an agreement had been reached.

Train drivers have walked out six times since November, causing disruption for huge numbers of passengers.

The strikes have often lasted for several days and have also caused disruption to freight traffic, with the most recent walkout in mid-March.

In late January, rail traffic was paralysed for five days on the national network in one of the longest strikes in Deutsche Bahn’s history.

Europe’s largest economy has faced industrial action for months as workers and management across multiple sectors wrestle over terms amid high inflation and weak business activity.

The strikes have exacerbated an already gloomy economic picture, with the German economy shrinking 0.3 percent across the whole of last year.

What we know about the new offer so far

Through the new agreement, there will be optional reduction of a work week to 36 hours at the start of 2027, 35.5 hours from 2028 and then 35 hours from 2029. For the last three stages, employees must notify their employer themselves if they wish to take advantage of the reduction steps.

However, they can also opt to work the same or more hours – up to 40 hours per week are possible in under the new “optional model”.

“One thing is clear: if you work more, you get more money,” said Deutsche Bahn spokesperson Martin Seiler. Accordingly, employees will receive 2.7 percent more pay for each additional or unchanged working hour.

According to Deutsche Bahn, other parts of the agreement included a pay increase of 420 per month in two stages, a tax and duty-free inflation adjustment bonus of 2,850 and a term of 26 months.

Growing pressure

Last year’s walkouts cost Deutsche Bahn some 200 million, according to estimates by the operator, which overall recorded a net loss for 2023 of 2.35 billion.

Germany has historically been among the countries in Europe where workers went on strike the least.

But since the end of 2022, the country has seen growing labour unrest, while real wages have fallen by four percent since the start of the war in Ukraine.

German airline Lufthansa is also locked in wage disputes with ground staff and cabin crew.

Several strikes have severely disrupted the group’s business in recent weeks and will weigh on first-quarter results, according to the group’s management.

Airport security staff have also staged several walkouts since January.

Some politicians have called for Germany to put in place rules to restrict critical infrastructure like rail transport from industrial action.

But Chancellor Olaf Scholz has rejected the calls, arguing that “the right to strike is written in the constitution… and that is a democratic right for which unions and workers have fought”.

The strikes have piled growing pressure on the coalition government between Scholz’s Social Democrats, the Greens and the pro-business FDP, which has scored dismally in recent opinion polls.

The far-right AfD has been enjoying a boost in popularity amid the unrest with elections in three key former East German states due to take place later this year.
