Rivals for the award include Portugal and Real Madrid player Cristiano Ronaldo, who picked up the prize last year and Wales and Real Madrid forward Gareth Bale.
Barcelona forward Lionel Messi, who has already won the award three times, is also on the shortlist, alongside his team-mate Neymar.
World Cup winners Germany have the most players nominated (six). Spain and Argentina each have three. Belgium and France have two nominations.
A final list of three players will be compiled after the team captains and coaches in FIFA's member countries vote on the nominations.
