Aftenposten reported expenses spent by the Oslo municipality’s Olympic agency, Oslo 2022. They included 85 million kroner ($13.3 million) on concept definition, 29.9 million kroner ($4.7 million) on staff salaries, and 11.7 million kroner ($1.85 million) on research and marketing.

Assistant Olympics director Knut Øverdal commented on the spend: “We do try to be as careful as possible – and will only spend money where we believe it is necessary.

Jan Arild Snoen, who is opposing the Games being held in Oslo and thinks the Norwegian government should have made a decision about stopping the agency's work a long time ago, said: “[175 million kroner] is not a lot of money if you compare it with the government's guarantee of 35 billion kroner ($5.5 billion) to secure the 2022 bid. It is however, a significant expense for the city of Oslo.”

Oslo applied to the Norwegian government to guarantee 33.7 billion kroner to go to the Olympics in Oslo 2022. If the municipality of Oslo and the sports organizations cannot afford to raise the amount, then the Norwegian government will pay the deficit. The Norwegian government guaranteed for 35.1 billion kroner.
