Only 76 percent of Norwegian parents described themselves as satisfied with their children's daycare, compared to 78 percent in Denmark and Finland, and 79 percent in Sweden.
"We know that Sweden, Finland and Denmark have for several years provided a different quality from what Norway has done," says Professor Ratib Lekhal, a daycare expert at Hedmark University, told VG newspaper.
"In Sweden, for example, nearly half of those working in daycare are trained educators."
The study, which was based on 500 interviews with Norwegian parents of between 25 and 45 years old, found that parents with children in private daycare centres were the most satisfied.
More than 77 percent of parents with children in private daycare described themselves as "satisfied", compared to under 74 percent of parents with children in municipal daycare.
