The woman died after being raped in the garage under the Sheraton hotel in central Stockholm on September 27th. A 35-year-old man who was found on the scene was arrested and remains detained.
However the death could have been prevented, according to an internal police report, if officers had access to better radio and telephone reception.
“There was NO ‘Rakel’ coverage in the garage (as soon as you go in several metres all coverage disappears,” the report read, wrote the Dagens Nyheter (DN) newspaper.
Rakel coverage refers to the digital radio system used by Swedish police.
“Even mobile coverage was non-existent. Therefore, none of the calls came through, so there was a major delay before help arrived,” the report continued.
Passers-by reported the rape to police as it was ongoing, however officers were unable to find the exact location in the underground garage.
It took at least seven minutes before the patrol got into contact with emergency services, according to the report, time that could have been used to potentially save the woman and catch the other suspected rapists, who fled the scene.
