Representatives of several states signed an agreement Monday to create a common bureau for the electronic monitoring of criminals who were seen as in danger of re-offending.
Leutheusser-Schnarrenberger commented that the states’ initiative were using “the opportunity created by the coalition for electronic monitoring.”
She added that the contract showed “the effectiveness of federal and state governments in this particularly sensitive area.”
A reform introduced this year has made it possible to use electronic shackles on criminals in danger of re-offending. Leutheusser-Schnarrenberger announced that she would be presenting her new concept for monitoring probation at a conference for state justice ministers on September 22.
“The intensive discussions between the federal and state governments are proceeding well,” she said. The German constitutional court has decided that a new policy must be introduced by the middle of 2013.
