Both scored 3.4 on a 5 point scale in a Sifo survey published on Friday in Aftonbladet.
Prime Minister Fredrik Reinfeldt came in just behind his Moderate Party colleagues with a score of 3.3.
At the other end of the scale, Migration Minister Tobias Billström (2.5) and Defence Minster Sten Tolgfors (2.4) failed to make a positive impression on the general public.
Ministers achieved an average score of 2.9.
The survey was based on telephone interviews with a 1,000 people over the age of fifteen. The interviews were carried from December 15th to 18th.
