German investigators have determined a tragic fire in February that killed nine Turkish residents in the southwestern city of Ludwigshafen was unlikely to have been arson.

Lead prosecutor Lothar Liebig said on Tuesday that it was “extremely unlikely” that the deadly inferno was a premeditated act, as the fire spread very slowly through the house. There is also no evidence usually associated with arson at the scene, he said.

Two girls thought to have seen someone set the fire offered “fluctuating statements” and they changed their original testimony, Liebig said. The girls aged eight and nine said shortly after the fire that claimed the lives of nine Turkish women and children that they had observed a man sparking the blaze.

Since the deaths on February 3, there have been widespread suspicions that arsonists set the fire in a hate crime against the building’s Turkish residents. Turkey sent its own experts to help German officials with the investigation and Turkish Prime Minister Recep Tayyip Erdogan even visited the site.

Two men were killed in front of a shopping centre in Murnau, a town in the Bavarian district of Garmisch-Partenkirchen, on Saturday.

A 36-year-old man died from his injuries at the scene, while a 23-year-old man was taken to hospital with serious injuries, where he later died, police said on Saturday evening.

Both of the victims were Ukrainian citizens who lived in the Garmisch-Partenkirchen district, police said.

The same evening, police arrested a 57-year-old suspect – said to be a Russian national – who lives near the crime scene.

The 57-year-old is now being investigated on suspicion of murder.

“The exact course of events, background and motive are now the subject of the criminal investigation,” the police said.

The public prosecutor’s office has applied for a warrant for the suspect’s arrest.
